Perhaps to solve this problem is not enough to do cleanings, to end this problem we must raise awareness and teach future generations about the risks of not throwing garbage in place. You also have to demand that the authorities impose a good garbage collection service because people often have no choice but to throw the trash out in the open because the garbage truck does not pass.
